LUMA performs a Vendor Pre-Qualification Process to collect certain basic vendor corporate documentation. This ensures that LUMA’s Vendor Registry contains qualified suppliers and contractors who meet the business, regulatory and legal requirements before they are selected to perform against a contract. The documents required depend on the nature of the vendor. LUMA recognizes five groups.

8 | Income Tax Filing Certificate | Issued by the Department of the Treasury. Certifies that the Vendor has filed Income Tax returns for the past 5 years or indicates the period(s) of non-filing. |
9 | Treasury – All Concepts Debt Certificate | Issued by the Department of the Treasury. Certifies that the Vendor has no debts with the Department of the Treasury. In case of debt, evidence of compliance with a payment plan approved by the agency is required. |
10 | Property Tax Filing Certificate “Mueble” | Issued by the CRIM – Municipal Tax Collection Center. Certifies that the Vendor is up to date with its property tax forms (“mueble”). If the Vendor is not obliged to file these forms, he must present a negative CRIM certification. |
11 | CRIM – All Concepts Debt Certificate | Issued by the CRIM – Municipal Tax Collection Center. Certifies that the Vendor has no debts with the CRIM. In case of debt, evidence of compliance with a payment plan approved by the agency is required. |
12 | Unemployment and Disability Insurance | Issued by the Department of Labor and Human Resources. Certifies that the Vendor has paid the contributions of its employees in accordance with the Employment Security Law of Puerto Rico for unemployment, temporary disability, or illness, or is current on a payment plan. |
13 | Chauffeurs Social Security | Issued by the Department of Labor and Human Resources. Certifies that the Vendor has paid the contributions of its employees in accordance with the Puerto Rico Employment Security Law for chauffeur social security or is current on a payment plan. |
14 | Child Support Debt Certificate | Issued by ASUME – Child Support Administration and certifies that the Vendor is in compliance with the withholdings required by law as an employer. |
15 | Sworn Statement re: Act 2-2018 | The Vendor is required to grant a sworn statement to the effect that neither the Vendor nor its officers have been convicted of the crimes enumerated in various laws of Puerto Rico. |
