Janisse Quiñones, LUMA’s Chief Executive Officer, brings more than 25 years of leadership experience in utility operations, engineering, and large-scale energy systems. Most recently, she served as Chief Executive Officer and Chief Engineer of the Los Angeles Department of Water and Power (LADWP), the largest publicly owned utility in the United States, where she led nearly 12,000 employees delivering water and power to over four million residents. Her experience overseeing complex grid operations, power generation, and infrastructure modernization, combined with her direct involvement in system restoration efforts in Puerto Rico following Hurricane María positions her to lead LUMA’s ongoing work to strengthen and transform the island’s electric system.
Alejandro J. Figueroa serves as LUMA’s Chief Regulatory Officer, with more than 15 years of experience leading regulatory strategy, infrastructure transformation, and public-private transactions across complex, highly regulated environments. He has contributed to the regulatory leadership of systems serving more than 1.5 million customers, supported the execution of capital programs exceeding $400 million, and played a key role in negotiating a $1.4 billion public-private partnership, one of the largest infrastructure transactions in North America.
Andrew Smith serves as LUMA’s Chief Financial Officer, bringing more than 30 years of experience in the energy industry, including roughly 25 years in the electric utility and power generation sectors. Prior to joining LUMA, Smith served as Executive Director and Chief Executive Officer of the Virgin Islands Water and Power Authority, where he led both operational and financial turnaround efforts for the vertically integrated electric and water utility serving St. Thomas and St. Croix.
Mr. Rotger-Sabat has over 30 years of professional experience in private practice and public service, he served as Attorney General of the Commonwealth of Puerto Rico. Prior to that, Mr. Rotger-Sabat’s service in the public sector includes serving as a law clerk for the Honorable Ramón Negrón Soto, Chief Judge of the Court of Appeals of the Commonwealth of Puerto Rico and Deputy Attorney General. He is a member of the American Bar Association, the Federal Bar Association – Puerto Rico Chapter, and the District of Columbia Bar. Nevertheless, Jorge Flores de Jesús, General Counsel and our current Vice President of Legal Affairs, has decided to soon return to private practice.
Ivonne Gómez serves as LUMA’s Chief People Officer, bringing more than two decades of leadership experience in human resources, organizational strategy, and large‑scale operational management across the retail, manufacturing, financial services, and utilities sectors. Her career reflects a strong record of building high‑performing teams, aligning organizational structures with enterprise strategy, and driving transformation initiatives that strengthen performance, culture, and employee engagement.
Joanne brings more than two decades of leadership experience in utility operations, risk management, safety, compliance, quality management, and operational excellence. Most recently, she served as Chief Risk and Compliance Officer at the Los Angeles Department of Water and Power (LADWP), where she led enterprise-wide risk and compliance strategies for the largest municipal utility in the United States.
José Pérez Vélez brings more than two decades of experience in government administration, legislative affairs, regulatory oversight, and executive leadership across Puerto Rico’s public sector and energy landscape. His career reflects a strong record of advising senior government leaders, managing complex regulatory and policy processes, and overseeing administrative, legal, and operational functions within large government institutions.
Lorenzo López serves as LUMA’s Chief of Communications & Stakeholder Engagement, bringing more than 20 years of experience leading strategic communications, public affairs, and stakeholder engagement across major global organizations. He has guided high impact initiatives in reputation management, executive communications, government relations, and crisis response.
Michelle’s journey has been rooted in public service and operational leadership.
Born and raised in San Juan, she became the first woman from Puerto Rico to graduate from the United States Military Academy at West Point. Throughout her distinguished 30-year military career, she served in leadership and command roles around the world and the White House Communications Agency under both the Clinton and Bush administrations. Following her military retirement, she became the first female Superintendent of the Puerto Rico Police Department in 2017, before joining LUMA in 2021.
Sarah Hanley brings more than 17 years of experience in the utilities sector, leading customer operations, large‑scale service organizations, and data‑driven performance improvements. Her career reflects a strong record of strengthening customer engagement, modernizing operational processes, and building high‑performing teams to support long‑term system transformation.
Tracey brings over 30 years of executive experience leading complex organizations through restructuring, capability building, and large-scale transformation, directly managing workforce strategy, organizational alignment, and major change initiatives, including systems implementations.
Yenitza brings more than 18 years of experience across the telecommunications and technology sectors, leading complex projects, operational initiatives, and cross-functional collaboration efforts within large organizations.
