LUMA Submits Annual Emergency Response Plan and Highlights Critical Need for Immediate Response Funding 

Updated plan promotes more efficient, safe, and organized response to any emergency in collaboration with government agencies, municipalities, and key organizations 

San Juan, Puerto Rico – May 30, 2025 – In preparation for hurricane season and other potential emergencies, LUMA continues to strengthen its protocols, training, and resources to deliver a fast and effective response to any event impacting the electric system through its ERP. 

Over the past year, LUMA has taken concrete actions to enhance its readiness for the hurricane season, including: 

  • Increased inventory to $400 million in materials in warehouses, including more than 31,000 poles, 9.9 million feet of wire, and over 6,300 transformers ready to respond to an emergency. 
  • Conducting a multi-sector emergency drill in February to simulate a Category 5 hurricane response in collaboration with local Puerto Rican agencies. 
  • Leading six training exercises with regional operations centers using the WebEOC tool—a system that enables real-time coordination and consistent information sharing across the organization. 
  • Strengthening collaboration with municipalities and hospitals through work sessions and coordination agreements to maintain active communication before, during, and after emergency events. 
  • Reviewing emergency operations protocols during real LEOC (LUMA Emergency Operations Center) activations in response to island-wide outages. 
  • Pre-positioned contracts to secure personnel, equipment, and materials for Type 1, 2, and 3 Events as described in the ERP, including on-island and off-island vendors. 
  • Retaining mutual aid partners including the Edison Electric Institute (EEI) and, through PREPA, the American Public Power Association (APPA)—to secure additional resources beyond pre-positioned contracts if needed. 
  • Completing over 39,000 hours of emergency response training by employees to ensure operational readiness. 

“Although LUMA is prepared with personnel, materials, and has made significant progress, greater collaboration with the government and full access to emergency funding is essential to advance preparedness efforts and ensure effective response during critical moments,” said Melissa Pueyo, Director of Key Account of LUMA. 

A critical tool for effective response is the Interruptions Event Reserve Account, established by contract with the Puerto Rico Electric Power Authority (PREPA). According to the agreement, this account must maintain $30 million in available funds to respond to large-scale emergencies. These funds may only be used to cover costs directly related to emergency response, and LUMA must report on their use monthly. 

“Currently, this account faces a $200 million deficit and has been forced to rely on funds designated for the operation and maintenance of the electric system to respond to emergency situations. This situation creates a serious challenge in delivering the agility Puerto Rico needs during crisis events. Still, LUMA continues to work with the relevant entities to ensure full access to these funds, as required by contract,” Pueyo added. 

LUMA’s Emergency Response Plan was reviewed, updated, and formally submitted to the appropriate authorities. Key elements of the plan include: 

  • Daily communication systems with mayors and municipalities during emergencies. 
  • Priority service restoration for hospitals, critical facilities, and registered life-support medical equipment customers. 
  • Readiness for various scenarios, such as fires, technological failures, and extreme weather events. 
  • New functions and roles to enable more personnel across the company to support emergency response. 

“These actions reflect our commitment to every community and every customer. We want Puerto Rico to know that we are better prepared and ready to respond—with more resources, more training, and stronger coordination,” the director emphasized. 

LUMA also maintains a collaborative agreement with the American Red Cross to support emergency education. Through this partnership, essential preparedness steps are promoted for all citizens: 

  1. Prepare an emergency kit with water, food, batteries, medication, and essential supplies. 
  2. Create a family communication plan in case of separation during an emergency. 
  3. Know your area, evacuation routes, and nearby shelters. 
  4. Stay informed through official channels for weather alerts and grid updates. 
  5. Regularly practice your emergency plan to ensure all household members know what to do. 
  6. Train at least one household member in CPR and basic first aid.
