Company reinforces its preparedness with historic resources: more than $400 million in materials, over 2,500 vehicles, more than 1,300 field workers, and new technological tools to support emergency response
San Juan, Puerto Rico – May 29, 2026 – As part of its ongoing efforts to strengthen the resilience of Puerto Rico’s electric system and ensure a fast, coordinated response during hurricane season, LUMA announced that it has submitted its 2026 Emergency Response Plan to the Governor of Puerto Rico, the Legislative Assembly, and the Puerto Rico Energy Bureau (PREB).
The plan integrates operational resources, specialized personnel, processes, and technology, as well as interagency coordination and response protocols designed to protect communities and accelerate power restoration following severe weather events. This updated version of the plan reaffirms the components that have proven successful in past emergencies and contributed to more effective response efforts, while incorporating enhancements designed to further improve emergency response capabilities.
As part of this updated plan, LUMA has added an appendix detailing a new process to improve the efficiency of post-event damage documentation. This enhancement will help expedite the prioritization of response efforts, the development of restoration work plans, and the estimation of restoration timelines following hurricanes and other disasters.
To support this effort, LUMA has continued training internal personnel, reducing reliance on contractors and enabling the faster and more effective deployment of assessment teams throughout Puerto Rico. The information gathered through damage assessments is also critical in supporting applications for federal funding following major disaster declarations.
“Preparing for hurricane season is a responsibility we undertake year-round. Our focus remains on strengthening our response capabilities, coordination with state and federal agencies, and the tools available to identify system damage and restore service safely and efficiently when emergencies occur,” said Janisse Quiñones, LUMA President and Chief Executive Officer.
As part of these preparedness efforts, LUMA currently has more than $400 million in materials and inventory available to support emergency response, including more than 23,000 utility poles, over three million feet of cable, and more than 5,000 distribution transformers. In addition, the company maintains a fleet of more than 2,500 vehicles and a workforce of more than 1,300 field employees prepared to respond to large-scale events.
Over the past year, and consistent with industry best practices, LUMA has further strengthened its operational capabilities through the implementation of new preparedness tools and programs, including the Emergency Preparedness 365 initiative, designed to promote a culture of continuous readiness among employees and communities.
Key initiatives implemented as part of LUMA’s hurricane preparedness efforts include:
- Conducting an annual emergency exercise simulating the impact of a Category 5 hurricane with participation from state and federal agencies and energy-sector partners.
- Training more than 98% of employees in the Incident Command System (ICS), a critical framework for emergency coordination and response.
- Implementing the WebEOC platform to enhance real-time incident management and tracking.
- Strengthening emergency communications through satellite phones, mobile communication equipment, and redundant systems to maintain operational coordination under extreme conditions.
- Maintaining mutual aid agreements and pre-positioned contracts to secure additional resources when needed.
Hurricane preparedness efforts are also supported by investments and improvements made across Puerto Rico’s electric system over the past year. As part of these efforts, LUMA has completed more than 3,500 preventive maintenance activities in substations and more than 1,300 preventive maintenance activities on transmission lines. In addition, more than 20 new power transformers have been installed at substations across Puerto Rico, and more than 20 transmission lines have been restored, including five that had remained out of service since Hurricane Maria.
The company has also replaced more than 44,000 utility poles designed to withstand winds of up to 160 mph and 336 transmission structures, further strengthening the system’s ability to withstand severe weather conditions.
