LUMA Highlights Progress on FEMA-Funded Vegetation Management Project During Site Visit in Caguas

The Visit Reflects Significant Progress in Collaboration and Alignment with Federal Agency to Accelerate Electric System Reliability

Caguas, Puerto Rico – (November 25, 2025) – LUMA recently conducted a field visit with local and federal agencies to assess the progress of a federally funded vegetation management project in the Caguas region. This initiative aims to strengthen the reliability of Puerto Rico’s electric transmission and distribution system by reducing outages caused by vegetation, which account for over 50% of service interruptions across the island.

During the visit, which included the presence of Andrés García, Director of the Federal Emergency Management Agency’s (FEMA) Recovery Office, as well as representatives from the Central Office for Recovery, Reconstruction and Resiliency (COR3) and the Puerto Rico Electric Power Authority (PREPA), LUMA reaffirmed its commitment to transparency, interagency collaboration, and the responsible use of federal funds to strengthen Puerto Rico’s electric grid.

During the inspection, LUMA showed progress in the following areas:

·         Right-of-Way Vegetation Clearing: FEMA observed crews trimming vegetation to ensure the process complies with current regulations.

·         Densely Populated Areas: LUMA demonstrated how work is safely carried out on private properties and in densely populated zones, explaining the methods used to access customer yards and how crews coordinate with property owners to ensure safe and effective operations.

This FEMA-funded project is in addition to the routine vegetation management that LUMA performs as part of its regular maintenance of power lines. While routine maintenance addresses ongoing operational needs, the FEMA-funded clearing program focuses on restoring PREPA’s rights-of-way, particularly in critical and high-density areas, to improve service quality and grid reliability.

“We’re making progress on vegetation clearing projects and aligning efforts with suppliers and organizations, which represents real progress in terms of coordination and collaboration with FEMA,” said Doriel Pagán, Vice President of LUMA’s Federal Funds Office.

“This partnership is essential to ensure that funds are reimbursed in a timely manner, used effectively, and that the projects deliver the reliability benefits our customers deserve,” Pagán added.

LUMA remains focused on executing all approved vegetation management projects safely, efficiently, and in full compliance with federal guidelines to support a more resilient and reliable electric system for all customers.

The FEMA-funded vegetation clearing program covers high-density areas in the Mayagüez, Ponce, Caguas, and Arecibo regions. To date, over 257 miles of power lines have been cleared in these four regions.
