Contingency plan aims to reduce the impact of outages caused by bad weather while stabilizing the service.
(Santurce, Puerto Rico, June 5, 2024) – LUMA continues to make progress in restoring service to customers affected by bad weather since June 1. Following its Emergency Response Plan, the company is committed to restoring electrical service to all its customers quickly and safely. In the last 24 hours, LUMA has responded to over 670 incidents, restoring service to over 50,000 customers across the island. Today, more than 900 field employees have been strategically deployed to continue these essential tasks, and specialized teams are developing a plan to stabilize service in the Santa Isabel, Coamo, and Aibonito areas.
Part of the strategies to stabilize the system in the area affected by bad weather includes:
- Aerial patrolling of transmission lines to identify faults,
- Equipment repair and correction of points damaged by high temperatures and wear (hot spots),
- Dismantling the damaged transformer in Santa Isabel to replace it,
- Replacement of conductors to increase transmission line capacity,
- Vegetative trimming on transmission lines to prevent outages,
- Completing a permanent restoration plan for Santa Isabel and Coamo.
To address the critical situation with the transformer in the south of the island, which impacts the municipalities of Santa Isabel, Coamo, and Aibonito, LUMA has implemented a contingency plan. This plan includes a schedule of rotating service interruptions for sectors in Santa Isabel, Coamo, and Aibonito that have been without service for more than 24 hours. The goal is to minimize the impact of the transformer outage in Santa Isabel, which also affects Coamo and parts of Aibonito. Communities will be energized for periods of up to 8 hours daily while a permanent solution is being worked on.
Additionally, LUMA will continue to provide updates to customers and the mayors of Santa Isabel, Coamo, and Aibonito.
The schedule for rotating service interruptions in Santa Isabel, Coamo, and Aibonito is as follows:

Starting tonight, LUMA will notify customers directly about the rotating service interruption schedules through text messages, automated notifications, and email. They will also be shared via LUMA’s social media channels. It is important to note that critical loads, such as water pumps and hospitals, will not be affected and will have uninterrupted electrical service, coordinated with the municipal personnel of each town.
LUMA’s Key Accounts department has maintained constant communication with the impacted municipalities. This afternoon, LUMA leaders, including President Juan Saca, met with the mayors of Santa Isabel, Coamo, and Aibonito, affected by a major outage at the Santa Isabel substation caused by recent bad weather. During the meeting, the contingency plan details and options for stabilizing service in this area were reviewed.
LUMA is committed to actively working to identify long-term solutions and ensure robust and reliable electrical service for Santa Isabel, Coamo, and Aibonito. Alejandro González, director of lines for LUMA’s central and southern region, stated, “We reiterate to our customers throughout Puerto Rico that we are committed to continuing to work hard to transform Puerto Rico’s electrical system. We ask everyone to make space for the LUMA brigade so they can do their job and ensure everyone’s safety.”
