LUMA Appoints Alejandro Figueroa as New Chief Regulatory Officer

This transition provides continuity to ongoing efforts to support key LUMA initiatives and relationships with regulators and other stakeholders.

(January 14, 2024 – San Juan, Puerto Rico) – LUMA announced today the appointment of Alejandro Figueroa Ramírez, Esq., as its new Chief Regulatory Officer. Figueroa will be succeeding Mario Hurtado who, after four years with LUMA, will be taking on a new senior leadership role with Quanta Services. As LUMA’s new Chief Regulatory Officer, Mr. Figueroa will utilize his deep regulatory experience and proven leadership in Puerto Rico, as well as detailed knowledge of the public private partnership in which LUMA participates for operation of the electric grid.

Figueroa: Strong Background of Experience in Puerto Rico

Figueroa joined LUMA last year as Vice President of Regulatory and has more than 13 years of experience as an attorney. Over the course of his career, he advised the members of Puerto Rico’s Financial Oversight and Management Board and its Executive Director on the restructuring of key public corporations, including the Puerto Rico Electric Power Authority (PREPA), the Puerto Rico Aqueduct and Sewer Authority (PRASA), and the Puerto Rico Highways and Transportation Authority (HTA). From 2015 to 2018, he served as Deputy General Counsel and General Counsel for the Puerto Rico Energy Commission (now the Puerto Rico Energy Bureau). During this tenure, he played a pivotal role in reviewing and approving PREPA’s first Integrated Resource Plan and Rate Case Review Request while also contributing to evaluating infrastructure development projects and designing various public policy initiatives.

Figueroa holds a bachelor’s degree in international business administration from Bryant University in Smithfield, Rhode Island, and a Juris Doctor from the University of Puerto Rico School of Law. In his new role as Chief Regulatory Officer, he will lead and provide strategic direction for LUMA’s interactions with the Government of Puerto Rico, its agencies, and key industry stakeholders.

Hurtado: Transitioning to a New Senior Leadership Role

Mario Hurtado will return to Quanta Services as Vice President of Strategic Operations while continuing to support LUMA and Puerto Rico.

Hurtado led efforts to address the system’s generation shortfall, helping secure federal funds to establish additional generation capacity on the island. This resulted in the addition of more than 350 MW, which Genera PR now operates. He also reinforced LUMA’s commitment to renewable energy by collaborating with renewable energy producers to increase distributed and large-scale solar and storage projects, reduce reliance on fossil fuels, and generate customer savings.
