LUMA ANNOUNCES NEW MEMBERS OF EXECUTIVE LEADERSHIP TEAM 

New LUMA Executives will add local and critical experience to the LUMA team that is leading the transformation of Puerto Rico’s electric system 

San Juan, Puerto Rico, November 6, 2023 – LUMA announced three new members of its executive leadership team today as part of the company’s continued commitment to excellence and focus on better serving its 1.5 million customers. The new positions, all being filled by local Puerto Ricans with decades of critical industry and professional experience working in and for Puerto Rico, come four months after Juan Saca was named Chief Executive Officer of LUMA on July 1. 

“Since my first day at LUMA, I’ve been focused on attracting and promoting the very best, including identifying strong, local talent to join the over 4,000 members of our LUMA team who are building a better energy future for Puerto Rico,” said Juan Saca, President and CEO of LUMA.  

New Officers Will Lead LUMA’s Corporate Services, Legal Affairs and Compliance 

The new members of LUMA’s executive leadership team include Major General (Ret.) Jose J. Reyes, who will serve as the Chief Corporate Services Officer, Mr. Angel Rotger-Sabat, who will serve as Chief Legal Officer and Mr. Mariano Mier, who will serve as Chief Compliance Officer, a new executive position created at LUMA to oversee and ensure continued compliance and accountability with applicable laws and regulations and internal codes and policies.  

Each of the new officers will help ensure that LUMA is operating at the highest ethical, legal, regulatory, and internal standards, and will provide additional expertise and knowledge to a diverse leadership team that has already made historic progress since assuming operations on June 1, 2021. Among some of its most notable accomplishments during LUMA’s first two years of operations include: reducing service interruptions by 35% in the first two years of operations, accelerating the clean energy transformation by connecting more than 71,000 customers to rooftop solar panels and initiating 411 FEMA projects, representing $11.7 billion, the largest investment made by the federal government in Puerto Rico.

Each of LUMA’s new officers comes with extensive backgrounds and local experience that will provide new perspectives and critical expertise. The biographies for Major General (Ret.) Jose J. Reyes, Angel Rotger-Sabat and Mariano Mier are included below: 

Major General (Ret.) Jose J. Reyes, Chief Corporate Services Officer: Major General (Ret.) Reyes most recently served as the 22nd Adjutant General of Puerto Rico and as principal advisor to the Governor of Puerto Rico in all matters related to the readiness and preparation of military forces. He began his military career in 1984 as an active-duty enlisted soldier in the United States Army. Prior to serving as Adjutant General, MG (Ret.) Reyes served as Dual-Status Commander in 2017 after the passing of Hurricanes Irma and Maria. He was responsible for leading over 16,000 Service Members of all branches, providing defense support to civilian authorities. MG (Ret.) Reyes holds a bachelor’s degree from the University of Puerto Rico in Accounting and a Master of Strategic Studies from the US Army War College.  

Angel Rotger-Sabat, Chief Legal Officer: Mr. Rotger-Sabat has over 30 years of professional experience in private practice and public service, he served as Attorney General of the Commonwealth of Puerto Rico. Prior to that, Mr. Rotger-Sabat’s service in the public sector includes serving as a law clerk for the Honorable Ramón Negrón Soto, Chief Judge of the Court of Appeals of the Commonwealth of Puerto Rico and Deputy Attorney General. Mr. Rotger-Sabat holds a B.A. in International Relations from Brown University and a J.D., cum laude, from the University of Puerto Rico School of Law. He is a member of the American Bar Association, the Federal Bar Association – Puerto Rico Chapter, and the District of Columbia Bar. Nevertheless, Jorge Flores de Jesús, General Counsel and our current Vice President of Legal Affairs, has decided to soon return to private practice. Also, he will soon be recognized in a prestigious publication as one of the most notable lawyers in Puerto Rico for his efforts to help our clients. We wish him all the best in his new endeavor. 

Mariano Mier, Chief Compliance Officer: Mr. Mier has 24 years of experience in litigation, corporate, and administrative practice, serving most recently as Vice President of LUMA’s Procurement & Contracts department since February 2022. Prior to joining LUMA, Mr. Mier served as the Commissioner of Insurance for Puerto Rico, overseeing and regulating all facets of Puerto Rico’s insurance industry. Before becoming an attorney, Mr. Mier worked as a journalist specializing in government and business news at El Nuevo Día. He also worked in the financial services industry and academia. Mr. Mier graduated from Colby College with a bachelor’s degree in economics, pursued graduate studies in mathematics and received a law degree from the University of Puerto Rico.
