San Juan, Puerto Rico – September 16, 2025 – As part of ongoing preparedness efforts for the hurricane and emergency season, LUMA conducted a tour yesterday of its main warehouse in Palo Seco together with staff from the Public-Private Partnerships Authority (P3A). During the visit, attendees observed the extensive inventory of critical materials that LUMA has reinforced to respond to emergencies impacting the electric system.
Over the past year, LUMA has taken concrete actions to strengthen its preparedness efforts, including increasing its inventory to over $400 million in materials, consisting of 31,000 poles, 9.9 million feet of cable, and 6,300 transformers stored across its 22 warehouses, ready to be deployed in case of emergency. This inventory is essential to restoring service after an emergency, given that one of the main challenges in recovery efforts after Hurricane María was precisely the lack of materials available on the Island.
“This tour reflects our commitment to transparency and collaboration to work together for the benefit of our customers and Puerto Rico. We want the government entity that manages the contract, our customers, and the communities to be assured that we are better prepared—with more resources, more training, and greater coordination—to respond during the most critical moments,” said José Pérez Vélez, LUMA’s Executive Director.
The Director also emphasized that while LUMA has trained personnel and stocked materials, a significant challenge remains regarding funding of the contractually required reserve accounts. Currently, this account faces a deficit of more than $200 million, requiring the use of operation and maintenance funds—which directly impacts electric service for customers—to address emergencies.
“Although LUMA has the personnel, materials, and protocols in place, it is critical to ensure full access to emergency funds to protect the agility Puerto Rico needs during crisis events. We continue working with the relevant entities to address this challenge,” added Pérez Vélez.
Beyond inventory and logistics, LUMA has strengthened its emergency response plan with multiple initiatives, including drills, agreements with municipalities and hospitals, new roles for personnel during emergencies, and mutual aid partnerships both locally and internationally.
