Engineer Janisse Quiñones to present LUMA’s progress in strengthening the electric grid before the Puerto Rico Legislature

The CEO will appear for the first time at a public hearing convened by the House Government Committee, where she will elaborate on the company’s work plans


San Juan, Puerto Rico – April 24, 2026 – LUMA’s Chief Executive Officer (CEO), Engineer Janisse Quiñones, is appearing today, Friday, before the House Committee on Government to present data demonstrating how the company has significantly improved service for its customers, while also outlining the plans to continue advancing the stabilization of the electric system across the island.

In response to the committee’s request, Quiñones will provide details on the efforts to continue carrying out vegetation clearing, future agreements with municipalities to support streetlight replacements and certain reconstruction projects, the replacement of poles for both primary and secondary lines using high‑quality materials that follow the highest standards in the industry, among other topics that will highlight the company’s efficiency and commitment despite ongoing challenges and the need for continued collaboration with other agencies and stakeholders involved in the electric system.

“We recognize that Puerto Rico’s electric grid remains fragile, and we are fully committed to transforming the system for the benefit of our customers. Thanks to the efforts of our teams, we have made meaningful progress toward building a more reliable grid, but there is still much work ahead. We will not rest in our commitment to deliver the resilient electric system the people of Puerto Rico deserve, and we remain committed to working with the Government of Puerto Rico and other partners to achieve this goal,” said Engineer Quiñones.

Her testimony also highlights a plan to continue forward with LUMA’s public lighting initiative.

“This will allow us to replace more than 82,000 additional streetlights across the 18 municipalities with the largest land areas that currently do not have obligated funding. The proposal also includes the replacement of more than 60,000 poles that are in critical condition,” reads part of the testimony already submitted to the committee.

The CEO will also present concrete and updated data on LUMA’s progress in stabilizing the electric system, including:

  • $2.6 billion invested in completed or ongoing projects.
  • More than 11,000 automated devices installed to improve system reliability and resilience.
  • Over 8,000 miles of power lines and infrastructure cleared of vegetation
    160 breakers replaced.
  • More than 157,000 streetlights installed.
  • More than 43,800 poles installed, capable of withstanding winds of up to 160 miles per hour.
  • More than 140,000 smart meters installed and over 687,000 meters evaluated to date, as part of preparations to install 1.5 million smart meters.
  • More than 201,000 customers connected to solar systems, adding 1,560 megawatts to the grid.
  • Full replacement or ongoing replacement of 22 high-voltage transformers at substations.
  • Successful energization of new transformers replacing units that had been in service for over 70 years.
  • Improved response times in addressing customer inquiries.

Engineer Quiñones, who brings extensive experience in the operation, modernization, and management of complex electric systems in the United States, will also respond to questions regarding infrastructure improvements, including vegetation management, the public lighting program, and the replacement of transmission and distribution poles. She will also demonstrate, with supporting data, how service interruptions have been reduced at the district level through the implementation of automated devices and improvements to transmission lines and substations, while maintaining the safety of both LUMA employees and customers.
