LUMA Strengthens Dialogue with Suppliers to Accelerate Progress and Advance the Transformation of Puerto Rico’s Electric System

The meeting highlighted the essential role of suppliers in system execution and provided a comprehensive update on investment, procurement, and operational priorities.

San Juan, Puerto Rico – March 18, 2026  As part of its commitment to transparency, alignment, and effective execution, LUMA hosted a meeting with its suppliers and strategic partners to share key updates, strengthen dialogue, and continue driving progress in the transformation of Puerto Rico’s electric system.
The meeting reaffirmed that the progress being achieved across the electric grid is the result of sustained and meaningful collaboration between LUMA, the private sector, and suppliers who, day after day, contribute their expertise and commitment as essential partners in this transformation. The session provided a clear view of investment priorities and operational factors impacting execution, reinforcing the importance of maintaining structured collaboration, shared accountability, and a results-driven approach.


“Transforming Puerto Rico’s electric system requires more than investment. It requires alignment, commitment, and shared accountability. Our suppliers are at the core of this transformation. Now more than ever, it is critical that we operate as one team, elevate the conversation around the need for investment in the system, and maintain a strong focus on executing with agility, transparency, and a sense of urgency,” said Juan Saca, President and Chief Executive Officer of LUMA.


During the event, company leaders provided a comprehensive update on key areas, including the progress of federally funded projects, procurement activity and current contracting status, as well as ongoing efforts to optimize processes and strengthen supplier participation.


To date, LUMA has executed nearly 1,800 contracts representing more than $8.3 billion, with significant participation from local companies. Currently, 57 percent of active suppliers are Puerto Rican companies, reflecting a consistent focus on strengthening local capacity and supporting the island’s economic development.


Updates were also shared on projects funded through federal programs, including progress on FEMA initiatives and other programs, as well as ongoing efforts to accelerate implementation and maximize the impact of these investments on the electric infrastructure.


As part of an open and transparent dialogue, relevant operational factors were also discussed, including the status of legal proceedings, account management, and external factors that have impacted payment flows. LUMA reiterated its commitment to continuing to work collaboratively to address these challenges and ensure project continuity.


Ricardo Díaz, CEO of Glenn International, a company that provides essential products for grid modernization, stated that “as a supplier, and as Puerto Ricans, we see the reconstruction of the electric system as a countrywide effort that requires real collaboration across all sectors. Strengthening the electric grid is key to the island’s economic development, and having clear processes and available funding is essential to continue contributing to that progress.”


Similarly, Carlos Mera, President of J. A. Mera Inc., a company that supplies testing equipment and electrical distribution materials, highlighted the importance of local business growth and system transformation. “As a local company, we are committed to supporting the transformation of the electric system, recognizing that it is fundamental to the development of our island. We understand that a resilient and efficient system is key to the well-being of our people,” said Mera.


Meanwhile, Chief Procurement Officer Juan Rogers emphasized the importance of continuing to strengthen relationships with suppliers, particularly local suppliers. “Our relationship with suppliers goes beyond a contract. It is about building strong partnerships, fostering the participation of Puerto Rican companies, and ensuring that together we can execute the projects the island needs with agility, quality, and accountability.”


During the meeting, the principles guiding this relationship were also reinforced, including open communication, alignment of priorities, and shared accountability to meet established goals, all of which are key to sustaining long-term progress.


“We recognize and deeply appreciate the role that each of our suppliers plays in this transformation. We will continue working together, with purpose and a sense of urgency, to build a more reliable, resilient, and future-ready electric system for Puerto Rico,” Saca concluded.
