As a result of the hard work of LUMA, PREPA and other generators crews over these past days and nights, electric service to all customers impacted by the island-wide outage event has been restored. We want to thank our customers for their incredible patience, support and understanding during this difficult time. 

Below are the most current updates on LUMA’s response actions as of 7:00 a.m.:

  • Electric service was restored to all customers impacted by the island-wide outage over the weekend
  • We have synchronized more than 2,600 MW of generation power online
  • Outage map has been restored for identifying power outages

Power Restored in Puerto Rico Early Sunday

LUMA announces power has been restored to its 99.7 percent of its 1,500,000 customers

San Juan, Puerto Rico, April 10, 2022 – LUMA announced that electric service has been restored to nearly 1.5 million customers as of Sunday morning. Today’s welcome announcement comes a day after the company met its earlier public goal of restoring power to more than 1 million customers by early to late Saturday. LUMA and PREPA teams continue work to stabilize the electric system and address any outstanding disruptions to service.

The following statement can be attributed to LUMA President and CEO Wayne Stensby:

“We want to thank our customers for their incredible patience, support and understanding during this difficult time. From the moment this event occurred, LUMA and PREPA teams responded to restore power as quickly and safely as possible. We want to acknowledge PREPA, and the other generators, for their partnership and to thank all the LUMA, PREPA and the other generators crews and teams for their hard work under difficult conditions.

“We understand that many are asking how and why such a large outage happened. We have begun the detailed investigation into this event and will be fully transparent with our customers, regulators, and the legislature with our findings to determine what actions must be taken to reduce the threat of such large outages. While this thorough investigation, which includes a through independent forensic review of the failed equipment, will take some time, there is no doubt that this event has exposed the fragility of the energy grid and how important it is for all of us to work together to improve grid reliability.

“While power restoration has occurred for 99.7 percent of customers, LUMA and PREPA continue to work to stabilize the grid and reduce the future risk of intermittent power outages. Only when this work is complete will LUMA transition to normal operations, including the deactivation of the LUMA Emergency Operations Center (LEOC). We encourage any customer who may experience an outage or electric emergency to contact at 1-844-888-5862 (LUMA).”

  • Given current progress, full restoration is anticipated Sunday afternoon

LUMA and PREPA crews continue to restore power across Puerto Rico and are working hard to restore power as quickly and safely as possible to all remaining customers. Given current conditions, restoration work will continue throughout today. Restoration work remains challenging as LUMA and PREPA crews work to establish and connect more generation throughout the day and evening.

  • Electric service restored for over 1 million customers as of 4:00a.m.
  • We have synchronized more than 1,540 MW of generation power online and climbing.
  • Continuing to prioritize restoration for critical customers and have contacted all residential lifeline customers to advise them on making alternate arrangements. 

 Important Conservation Update: While electric service to parts of the island have been restored, some areas may experience temporary power loss for brief periods of time as we work to balance generation and stabilize the energy grid. At this time, the exact cause of the outage is still being investigated. Given the size and scope of the outage, we are working hard to restore power as quickly and safely as possible. Given current conditions, restoration work will continue throughout tonight and into Saturday. 

Below are the most current updates on LUMA’s response actions as of 10:00p.m.: 

continue to restore service to customers with more than 820,000 restored as of 10:00p.m.

  • We continue to work hard to restart generation units and high voltage lines.

Restoration activities continue; generator plants coming online.

LUMA crews continue to work to respond to the massive island-wide power outage. At this time power is being restore as the system is stabilized and generation plants can safely be connected. The extent of the outage has impacted each generating facility in Puerto Rico and a significant effort to restore service is underway. LUMA continues to stress the safety of community and our crews as the restoration effort is underway. Restoration efforts will continue Friday and into the weekend.

Below are the most current updates on LUMA’s response actions as of 8:30am. 

  • We continue to restore service to customers with more than 600,000 restored as of 8:30am.
  • We are targeting to have 1,400 MW of generation power online by 7:00pm tonight.
  • Aerial patrols of all 230kV circuits were completed on Thursday and appear to be undamaged. Crews are standing by the evaluate and respond as generation load comes online.
  • We are continuing to make progress in restoration but due to extensive damage at Costa Sur Substation, we are not in position to provide an estimate of full restoration at this time.
  • Critical facilities, such water pumping and hospitals, are connected with power and providing essential service to the island. Residential customers receiving a Lifeline Residential Service rate due to medical equipment used in their home are being contacted.
  • LUMA offices around the island are open for customers. The following offices are not open due to impacts of the outage: Manati, Caguas, Carolina, Culebra, Vieques, Ponce. Customers can contact us at 1-844-888-LUMA(5862), LUMA app or LUMA social media.

At this time, the exact cause of the outage is still being investigated. Given the massive size and scope of the outage, and the need to perform work safely, we are informing our customers that restoration will continue through Thursday evening and into Friday.

Below are the most current update on LUMA’s response actions as of 7:00pm. 

  • We continue to restore service to customers with more than 345,600 restored as of 7:00pm
  • We continue to work hard to restart generation units and high voltage lines
  • We have completed the initial damage assessment at Costa Sur and are now performing a detailed site assessment to determine operability of breakers and associated equipment.

LUMA crews are continuing to respond to the island-wide power outage. Restoration activities are currently underway. The exact cause of the outage is still not known at this time. Given the massive size and scope of the outage, power restoration could extend well into Thursday and Friday for some areas. 

Below is an update on LUMA’s response actions:

  • We continue to work to restore generation units and high voltage lines.
  • We continue to restore service to customers with approximate 60,000 restored at this time.
  • We are continuing to make progress in restoration but due to extensive damage at Costa Sur Substation, we are not in position to provide an estimate of full restoration at this time.

Restoration activities are underway; power beginning to be restored.

LUMA crews are continuing to respond to the island-wide power outage. Restoration activities are currently underway. The exact cause of the outage is not known at this time. Given the size and scope of the outage, power restoration could extend well into Thursday.

Below is an update on LUMA’s response actions:

  • We continue to work to restore generation units and high voltage lines.
  • We continue to restore service to customers.
  • We have three generation units running at Mayaguez, Palo Seco and Camblache.
  • We are expecting San Juan 6 generating on the system around 6 a.m., this will initiate the restoration in the metro area.
  • We currently have part of the transmission system from Mayaguez to Cambalache restored, which is an important step to continue the restoration process.

  • One Palo Seco black start generation unit is restored and being used to provide power to start San Juan unit 6.
  • Once San Juan unit 6 is restored, it will be used to begin service restoration in the metropolitan area.

LUMA RESPONDING TO ISLANDWIDE OUTAGE

LUMA crews are continuing to respond to the island-wide power outage. Restoration activities are currently underway. The exact cause of the outage is not known at this time. Given the size and scope of the outage, power restoration could extend well into tomorrow.

Below is an update on LUMA’s response actions:

  • We have started restoring service on the southeast side of the island (Yabucoa).
  • We have restored our first distribution circuit from Yabucoa.
  • The next steps are to energize the high voltage lines towards Aguirre Power Plant located in Salinas.
  • We are also adding generation at the Palo Seco Plant.
  • After Palo Seco is energized, we will energize Monacillos Substation and begin restoration of critical customers in the metro area.

Part of our commitment to getting better is also being transparent about the energy challenges Puerto Rico and the world faces.

As you may already know, recent global events, including the pandemic, global supply disruptions and the invasion of Ukraine by Russia, are having a direct impact on the fuel costs used by Puerto Rico Electric Power Authority (PREPA) and other generators to generate energy.

Yesterday, LUMA filed the required quarterly fuel cost adjustment with the Puerto Rico Energy Bureau (PREB) highlighting the significant effect these global events have had on energy generation fuel costs. For this quarter, the calculated fuel cost adjustment for a residential customer is approximately 4 cents per kilowatt-hour. The PREB will review and approve the final adjustments on customer rates.

Because some mistakenly believe it is LUMA raising rates, we want you to know the facts.

  1. Fact: LUMA has NEVER increased the base rate. The reason bills have increased is because of increases to fuel costs used for generation by PREPA and other generators.
  2. Fact: LUMA has no control over how rising fuel prices affect customer rates or bills.
  3. Fact: LUMA does not financially benefit from any change or increase in generation fuel costs and has never asked for a change to the base rate which covers the transmission and distribution system. This adjustment is related to fuel used for generation.
  4. Fact: LUMA calculates the fuel adjustment based on cost information provided by PREPA.
  5. Fact: PREPA’s cost of fuel and energy purchases from other generators currently make up more than 70% of our customers’ bills.

The impact that fluctuating fuel costs have on customer rates is greatly concerning for us at LUMA.

We are determined to do everything we can to help our customers during this difficult time, including making you aware of LUMA payment plans and available financial assistance for eligible customers struggling with their bills. We are continuing a social media campaign across social media channels, including Twitter and Facebook, to raise awareness of these resources.

Major Outage Update

We understand that a power outage, of any size and for any reason, is deeply frustrating for our customers. LUMA is working hard to repair the Puerto Rico grid, improve service and provide safe operations for our 1.5 million customers.

While we are still researching the cause, what we know is that a large power outage event occurred yesterday afternoon affecting approximately 700,000 LUMA customers in northeastern Puerto Rico. LUMA teams responded quickly and safely to reestablish service to affected customers. Due to this quick response, we were able to restore power to all impacted customers within four hours. 

Based on our preliminary investigation, a fault occurred on the 115kV Line 38100 between the Viaducto Transmission Center Substation and San Juan generation facilities. The event resulted in a loss of service largely in metropolitan San Juan and surrounding communities.

To determine the underlying cause, LUMA’s engineering and operations teams are working to review all of the system information. We are also continuing to work collaboratively with PREPA to investigate the cause and to take corrective actions. The root cause of the fault is unknown at this time.
