The 3PPO, on behalf of LUMA, is seeking proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract focused on Substation Construction and Commissioning Services. Selected contractors will undertake a variety of activities essential for building and activating electrical substations, crucial for power distribution. Responsibilities will include earthworks, foundation construction, ground grid installation, equipment setup, cabling, and commissioning, all adhering to required standards and regulations. Contractors will also manage site mobilization, security, permits, and provide necessary materials and safety measures. Furthermore, they will oversee quality control, reporting, and environmental compliance while maintaining site cleanliness. The commissioning phase will involve testing and inspecting systems for compliance, functional verification, personnel training, and preparation of final documentation, ensuring that substations operate safely, efficiently, and reliably to support electricity delivery to consumers.
